BLT proved that with good design a large industrial structure could successfully be integrated into the core of Penn’s dense urban campus.  The utility plant was combined with a site already suggested for a parking garage and the resulting seven-story facility provides 627 parking spaces, 9,000 SF of storefront retail, a 9,500-ton chiller module and corresponding extension of the campus chilled water loop, and a 4,000-ton ice storage facility. 

Accommodating design features include a freestanding pre-cast concrete and custom terra cotta screen concealing cars and sloped floors, strong tower forms to animate the massing and mark the corners of the site, and the lavish use of brick in a two-color pattern relating to the dominant neighborhood palette.

The garage is a two-bay, one-way double helix, with an adjoining third bay inserted between the chiller plant below and massive cooling tower above.  The more complex vertical cores, chiller plant, and ice storage elements are fabricated from post-tensioned cast-in-place concrete.  Additionally, the chiller plant has the capacity for flatbed tractor-trailers, which allows for easy replacement or repair of the units.
